Saw a gal like that walking down the street in South Florida, I almost pulled over to hand her an umbrella. Figured in about 12 more seconds she was going to turn cherry red, then die of sun burn.
Wtf, why did I think it was a dog at first? Holy shit.
Could be someone using thanaka rather than sunscreen.
