This is correct. AQ declared war on the US, designating the WTC as a target in their war based on the same logic the US uses when looking for targets to blow up: economic hubs are fair game, and civilian casualties are collateral damage even when directly targeted.

If they call it a terrorist attack then they have to say who the terrorists are and 19 of the 20 hijakckers were from an ally. An ally who trained them for this operation. But the price of oil is too important for a few thousand Americans and a national tragedy to affect it.
Much like Reuters, CBC only uses the terms when quoting others who are describing events — despite even Osama bin Laden, who approved and funded the attacks, describing it as “blessed terror.”
The solution is obvious: refer to 9/11 as “Blessed Terror” in the headlines. Problem solved!
