He does it when he’s in a war of words with countries he feels threatened by.
So last time he was doing this, he was in a war of words with China. Now he’s doing it over Iran.
It’s his way of basically saying “Well my words to you can’t be THAT serious or important, because look, I’m saying more serious things about invading Greenland”.
This is an idea/tactic a child or angry teen would come up with, but appears to be what he’s doing.
